XI International Youth Film Festival “Plasencia Encorto” está organizado por la Consejería de Educación, Ciencia y Formación Profesional de la Junta de Extremadura, la Filmoteca de Extremadura, el Ayuntamiento de Plasencia (Cáceres) y la Asociación Cultural 24 Fotogramas. Con un marcado valor educativo, esta actividad tiene como objetivo promover y estimular la creatividad a través de la producción de trabajos audiovisuales.
Las bases del concurso son las siguientes:
Condiciones Generales
- Podrán participar aquellos trabajos que hayan sido realizados en un centro educativo de cualquier parte del mundo con la única condición de que su autor no tenga más de 20 años. El trabajo lo realizarán los jóvenes, aunque los profesores/tutores podrán coordinar los trabajos.
- Cada Centro Educativo podrá mandar como máximo tres obras.
- El alojamiento y gastos de viaje: de acuerdo con las capacidades organizativas, la Organización asumirá el viaje desde el Aeropuerto de Barajas a Plasencia para un coordinador y dos alumnos, así como el hospedaje y su manutención durante tres días. La organización no cubre los gastos del vuelo.
- Si la película tiene sonido hablado es obligatorio que la película esté subtitulada en inglés.
- Se recomienda que la música sea original o en su caso libre. De no ser así la organización no se responsabiliza de los derechos de autor. Estas obras podrían no ser seleccionadas o, en su caso, tendrían menos opciones de conseguir un premio.
- La duración no será superior a 12 minutos, incluidos los créditos.
- Podrán participar en alguna de las siguientes secciones:
A.- Anuncios publicitarios de carácter didáctico: pueden tratar sobre los hábitos saludables, la prevención del tabaquismo, los efectos nocivos de las drogas y el alcohol, el acoso escolar, las minorías étnicas, la igualdad de género, etc.
B.- Documentales: pueden versar sobre señas de identidad, tradición y cultura popular, formas de vida, patrimonio cultural, etc.
C.- Cortos de ficción o animación.
Inscripción
- El plazo de entrega de los trabajos comienza el 1 de noviembre de 2023 y finaliza el 19 de febrero de 2024.
- No serán admitidas a concurso las obras realizadas con anterioridad a 2021.
- Se requiere que cada autor u organización formalice la ficha de inscripción de la forma más completa posible ya que los datos formarán parte de un catálogo por lo que es muy importante que se completen con el máximo rigor.
- En el caso de que aparezcan menores en los trabajos presentados, el profesor responsable o tutor del trabajo deberá custodiar una copia de la autorización firmada por los tutores legales.
- Los organizadores se reservarán el derecho de reproducir las obras seleccionadas citando a los autores, y podrán ser proyectadas en otros Festivales. También se pueden emitir algunos fragmentos en los medios de comunicación.
- XI International Youth Film Festival “Plasencia Encorto” tendrá lugar del 18 al 20 de abril de 2024 con la proyección de los cortometrajes seleccionados.
- La entrega de premios está prevista para el sábado 20 de ABRIL DE 2024 en el Teatro Alkázar de Plasencia (Cáceres-Extremadura)
- Todos los participantes, por el hecho de serlo, deben aceptar íntegramente estas BASES, así como la resolución de cualquier problema, no recogido en ellas, que estime oportuno la organización. El programa se comunicará con la suficiente antelación.
- Tenga en cuenta que con su asistencia al festival está de acuerdo en que las fotografías y grabaciones realizadas durante el festival se pueden utilizar para fines promocionales y de prensa.
- Los videos seleccionados para la fase final serán informados a través de un correo electrónico y de la página web.
- Las decisiones del comité de selección son inapelables.

11º International Youth Film Festival “Plasencia Encorto” is organized by the Department of Education and Culture from the Government of Extremadura, by the Extremadura Film Library, by the City Council of Plasencia (Cáceres) and 24 Fotogramas Cultural Association. The Festival aims to develop didactic and educative values and one of its most remarkable objectives is to promote and stimulate the creativity of students through the production of audiovisual works.
CONTEST RULES
GENERAL INSTRUCTIONS
– Each student or film group of the Educational Center under 20 will have the opportunity to participate in this contest by making an audiovisual short. The play can be made by the students with the help of their teachers or tutors.
– Every Educational Center will send no more than 3 works.
- VERY IMPORTANT: if your work is not Spanish, it is advisable to send an *srt file with the dialogues in English
– Accommodation and travel cost: according to the organizers´ possibilities, the IX International Youth Film Festival “Plasencia Encorto”, will pay the cost of the accomodation and meals during the three days for one of the coordinators and for two of the students, It will be also paid the trip from Barajas Airport to Plasencia and from Plasencia to Barajas Airport (Madrid). The flight is not included.
– It is compulsory to subtitle the short in english unless it has no dialogue. Short films must send an .srt file with english subtitles
– We strongly recommend original musical composition, if not possible, a free one. The organization is not responsible for copyright. If you do not meet the legal requeriments, your works would have fewer options to get a prize.
– The total running time must not be longer than 12 minutes, film credits included.

A.- Advertisement (with didactic aims): healthy habits, smoking prevention, harmful effects of drugs and alcohol, bullying, ethnic minorities, gender equality, etc.
B.- Documentary: signs of identity, tradition and popular culture, different ways of living, cultural heritage etc.
C.- Fiction short or animated short.
Application form
– The contest begins Novembre 1 st , 2023 and it ends February 19st , 2024.
– Short films made before 2021 will not be accepted.

– The coordinator/s of the Education Centre have to keep the whole authorizations signed by the family or legal representative of those students who are under 18.
– The Organization reserves the right of the projection of the selected works naming the author/s as well as the right to project them in other Festivals.
– When registering the short you must indicate if you allow your work to be hosted on our YouTube channel.
– 11º International Youth Film Festival “Plasencia Encorto” will take place from April, 18th to 20 th, 2024 with the viewing of the selected short films.
– awards Ceremony will be held on Saturday February, 20th at Alcázar Theatre in Plasencia (Cáceres-Extremadura).
– All the rules have to be accepted by the students and even the resolution by the Organization of a hypothetical problem not included in these instructions. The festival shall inform about the final program in advance.
– Please note: With your attendance you are consenting that photographs and film footage recorded during the film festival may be used for promotional and press purposes.
– The videos selected for the final will be informed through email and the webpage.
– The Committee decisions will be final.

XI International Youth Film Festival „Plasencia Encorto“ wird von der Abteilung für Bildung und Kultur von der Regierung von Extremadura, von der Extremadura Film Library, vom Stadtrat von Plasencia (Cáceres) und 24 Fotogramas Cultural Association organisiert. Das Festival zielt darauf ab, didaktische und erzieherische Werte zu entwickeln, und eines seiner bemerkenswertesten Ziele ist es, die Kreativität der Studenten durch die Produktion audiovisueller Werke zu fördern und zu stimulieren.
REGELN DES WETTBEWERBS
ALLGEMEINE ANWEISUNGEN
– Jeder Schüler oder Filmgruppe des Bildungszentrums unter 20 haben die Möglichkeit, an diesem Wettbewerb teilzunehmen, indem er eine audiovisuelle Kurzfassung. Das Spiel kann von den Schülerinnen und Schülern mit Hilfe ihrer Lehrer oder Tutoren gemacht werden.
– Jedes Bildungszentrum wird nicht mehr als 3 Arbeiten senden.
- SEHR WICHTIG: Wenn Ihre Arbeit nicht spanisch ist, ist es ratsam, eine *srt-Datei mit den Dialogen auf Englisch zu senden
– Unterkunft und Reisekosten: je nach den Möglichkeiten der Organisatoren, das XI Internationale Jugendfilmfestival „Plasencia Encorto“, wird die Kosten für die Unterkunft und Verpflegung während der drei Tage für einen der Koordinatoren und für zwei der Studenten zahlen, Es wird auch die Reise von Barajas bezahlt Flughafen nach Plasencia und von Plasencia zum Flughafen Barajas (Madrid). Der Flug ist nicht im Preis inbegriffen.
– Es ist obligatorisch, die Kurzbezeichnung in englischer Sprache zu untertiteln, es sei denn, es hat keinen Dialog. Kurzfilme müssen eine SRT-Datei mit englischen Untertiteln senden

B.- Dokumentarfilm: Identitätszeichen, Tradition und Populärkultur, verschiedene Lebensformen, kulturelles Erbe usw.
C.- Fiction kurz oder animiert kurz.

Die Organisation behält sich das Recht der Projektion der ausgewählten Werke vor, die den Autor/en benennen, sowie das Recht, sie in anderen Festivals zu projizieren.
– X International Youth Film Festival „Plasencia Encorto“ findet vom 18. bis 20. April 2024 mit der Betrachtung der ausgewählten Kurzfilme statt.
– Die Preisverleihung findet am Samstag, 20. April im Theater Alcázar in Plasencia (Cáceres-Extremadura) statt.
– Alle Regeln müssen von den Studenten und sogar der Entschlossenheit durch die Organisation eines hypothetischen Problems akzeptiert werden, das in diesen Anweisungen nicht enthalten ist. Das Festival soll vorab über das finale Programm informieren.
– Bitte beachten Sie: Mit Ihrer Teilnahme erklären Sie sich damit einverstanden, dass während des Filmfestivals aufgezeichnete Fotografien und Filmmaterial für Werbe- und Pressezwecke verwendet werden dürfen.
– Die Videos, die für das Finale ausgewählt wurden, werden per E-Mail und auf der Webseite informiert.

XI Festival International du Film de la Jeunesse « Plasencia Encorto » est organisé par le Ministère de l’Éducation et de la Culture du Gouvernement d’Estrémadure, par la Cinémathèque d’Estrémadure, par le Conseil municipal de Plasencia (Cáceres) et l’Association culturelle 24 Fotogramas. Le Festival vise à développer des valeurs didactiques et éducatives et l’un de ses objectifs les plus remarquables est de promouvoir et de stimuler la créativité des étudiants à travers la production d’œuvres audiovisuelles.
RÈGLEMENT DU CONCOURS
INSTRUCTIONS GÉNÉRALES
– Chaque étudiant ou groupe cinématographique du Centre Educatif de moins de 20 ans aura la possibilité de participer à ce concours en réalisant un court métrage audiovisuel. La pièce peut être faite par les élèves avec l’aide de leurs enseignants ou de leurs tuteurs.
– Chaque centre éducatif enverra pas plus de 3 œuvres.
– Frais d’hébergement et de voyage : selon les possibilités des organisateurs, le IX Festival International du Film de Jeunesse « Plasencia Encorto », paiera le coût de l’hébergement et les repas pendant les trois jours pour l’un des coordinateurs et pour deux des étudiants, Il sera également payé le voyage de Barajas De l’aéroport à Plasencia et de Plasencia à l’aéroport de Barajas (Madrid). Le vol n’est pas inclus.
– Il est obligatoire de sous-titrer le court métrage en anglais sauf s’il n’a pas de dialogue. Les courts métrages doivent envoyer un fichier .srt avec sous-titres en anglais
– Nous recommandons fortement la composition musicale originale, si ce n’est pas possible, une composition libre. L’organisation n’est pas responsable du droit d’auteur. Si vous ne répondez pas aux exigences légales, vos œuvres auront moins d’options pour obtenir un prix.
– La durée totale de fonctionnement ne doit pas dépasser 12 minutes, crédits cinématographiques inclus.

L’Organisation se réserve le droit de la projection des œuvres sélectionnées nommant le ou les auteurs ainsi que le droit de les projeter dans d’autres Festivals.
– Le XI Festival International du Film Jeunesse « Plasencia Encorto » aura lieu du 18 au 20 avril 2024 avec la projection des courts métrages sélectionnés.
– La cérémonie de remise des prix aura lieu le samedi 20 février au Théâtre Alcázar de Plasencia (Cáceres-Extremadura).
– Toutes les règles doivent être acceptées par les étudiants et même la résolution par l’Organisation d’un problème hypothétique non inclus dans ces instructions. Le festival doit informer à l’avance du programme final.
– Attention : Avec votre présence, vous consentez à ce que les photos et les séquences de films enregistrées pendant le festival puissent être utilisées à des fins promotionnelles et de presse.
– Les vidéos sélectionnées pour la finale seront informées par e-mail et par la page web.
– Les décisions du Comité seront définitives.
